The Panel of the​ Grand Chamber decided on 23 September 2024 that the following​ case be referred to the Grand Chamber: Tsaava and Others v. Georgia, nos. 13186/20 and 4 others.

The case concerns the allegedly excessive use of force – predominantly when firing rubber bullets and in some cases when using physical force – by law-enforcement personnel during the dispersal of a large-scale demonstration in 2019 at the front of the Parliament building, and the allegedly ineffective ongoing criminal investigation into these events. The applicants are either demonstrators or journalists injured during the dispersal.
