The Panel of the​ Grand Chamber decided on 23 March 2026 that the following case be referred to the Grand Chamber: Vainik and Others v. Estonia, nos. 17982/21 and 3 others.

The case concerns the introduction of a total ban on smoking in prisons affecting the applicants, serving prisoners who were long-term smokers.
