The Panel of the Grand Chamber decided on 21 September 2026 that the following case referred to the Grand Chamber: Miladze v. Georgia, no. 41585/23.
The case concerns the administrative conviction and minimum fine imposed on the applicant for posting a video on TikTok containing extremely crude and sexually explicit insults directed at identifiable public officials in the context of a public debate on urban transport reform in Tbilisi. The video had gone viral.
